The National Infrastructure Institute Center for Infrastructure Expertise (NI2CIE) contracted PeopleGIS to design, develop, and implement an Internet-based infrastructure inventory and mapping system called CARVER2web. Based in part on an earlier desktop software called CARVER2, CARVER2web was deemed necessary by NI2 in order to provide tools for critical infrastructure mapping to everyone. In addition, the desktop software made data sharing amongst groups very difficult even when those parties were in the same region or state. The Internet was seen as the platform that could solve this problem, and CARVER2web was designed to maximize the Internet's potential.

CARVER2web allows a small community, large city, county, state, or regional government to setup a critical infrastructure mapping project online. Since the software is free of charge, the costs usually experienced to conduct such work are drastically reduced. Project leaders can download CARVER2web for use on their own web servers, thereby maintaining control of all aspects of their project on their own equipment with their own people. Entities that lack their own facilities can work with PeopleGIS and our servers which are already loaded with the software and ready to go. Either way, the use of CARVER2web offers critical infrastructure mapping projects the opportunity to get up and running quickly at low cost.

CARVER2web is based on open source software, with all mapping data stored in an SQL database. This approach maximizes the opportunties for data queries and manipulation, even for extremely large datasets. GPS coordinates for critical infrastructure can be entered manually or by interaction with the Internet mapping interface provided. Mapping data is available for all 50 states and US Territories, and is downloadable and pre-prepared for integration with CARVER2web. Projects can certainly integrate their own mapping data as well since CARVER2web accepts all popular GIS mapping formats.

A new feature of CARVER2web is the availability of downloadable software for use in the field on laptop computers. This "field" version of CARVER2web can be "synchronized" with the online version so that a project can have many people in the field gathering data and uploading that information to the Internet. CARVER2web keeps track of each person on a project team and the points they map so that points are not mapped twice. This feature also allows a Project Leader to track the progress of individual team members and manage resources more effectively.

CARVER2web can also be setup to support the collection and storage of digital photography, including the implementation of photography from cell phones that not only uploads and maps cell phone photos automatically, but integrates such photography with the database for each criticial infrastructure point. This level of field mapping has never before been available, especially at this price.
